The implementation of country-by-country policies based on the national situation was recognized in the protocol, which lists a number of policies and measures. There was no agreement on whether specific policies and actions should be coordinated across national borders. The agreement is a protocol to the United Nations Framework Convention on Climate Change (UNFCCC), adopted at the 1992 Rio de Janeiro Earth Summit, which has not set legally binding restrictions on emissions or enforcement mechanisms. Only parties to the UNFCCC can become parties to the Kyoto Protocol. The Kyoto Protocol was adopted in 1997 at the third meeting of the UNFCCC Conference of Parties (COP 3) in Kyoto (In 2011, Canada, Japan and Russia declared that they would not meet other Kyoto targets.  The Canadian government announced on December 12, 2011, effective December 15, 2012, its possible withdrawal from the Kyoto Protocol, effective December 15, 2012 Canada has committed to reducing its greenhouse gas emissions to 6% below 1990 levels by 2012, but in 2009 emissions were 17% to 190 higher. The Harper government has prioritized oil sands development in Alberta and de-introduced the reduction of greenhouse gas emissions. Environment Minister Peter Kent called Canada`s responsibility for „enormous financial sanctions“ under the treaty unless he withdrew.   He also suggested that the recently signed Durban Agreement could provide another way forward.  The Harper government has said it will find a „Made in Canada“ solution. Canada`s decision was generally not well received by representatives of other ratification countries. The authorization to reduce emissions due to land use changes was authorized by the Kyoto Protocol during the reference year. For example, reducing greenhouse gas emissions can be used by reducing grubbing rates or forest quotas to meet targets. (3) Similarly, the removal of carbon dioxide from the atmosphere can be used by absorption in biological systems. This elimination of carbon dioxide, .B the planting of forests, is called „wells.“ There are restrictions on the use of wells and agreement on methods for regulating and calculating the impact on land use of greenhouse gases is not yet complete. Other resources need to be directed to this issue, as the calculation of land use emissions is characterized by a high degree of uncertainty. The Kyoto Protocol provided that 37 industrialized countries and the EU would reduce their greenhouse gas emissions. Developing countries were invited to voluntarily commit and more than 100 developing countries, including China and India, were totally excluded from the Kyoto agreement. UN Secretary-General Ban Ki Moon called on world leaders to agree on an agreement to curb global warming at the 69th session of the UN General Assembly on 23 September 2014 in New York.
